Please note that Over the Counter Medicines (OTC) are not addressed in
IRS publication 502 (this publication highlights and explains what medical expenses are eligible for pre-tax treatment). OTC was created in
2003.108 I have seen many agents confused over whether OTC is included in IRS publication 502, which it isn't, and have advised clients that OTC was not allowed in an HSA. It is allowed via 2003.108.
